Do you think that they think you are mentally ill? If so, they discriminate against you contrary to law. The only way to fight the police and the government criminals is by using the law and public opinion. Currently the government has control of the debate by discrediting the victims--they say the victims are mentally ill.
You can file a claim for damages for unlawful discrimination and negligent training which is actionable. It will put them on notice that they violate the law. It is a first step in suing or getting them to listen to you. It will take time.
You can also contact local and state offices on discrimination. You will likely get the same reaction from them too. But it will start the process in getting them to listen also.
You have a right to file a complaint. The FBI, the local police, county too, and the state police MUST take your complaints no matter what they think. And they MUST make a record of it. If they refuse that is a First Amendment violation, the Right to Access, the Right to Redress and the Right to Petition, also actionable. You must file a complaint with the city, state, county or US offices. Your rights are property rights just like land. Are you a US citizen? By taking your rights away these criminals steal your property. The US Attorney discriminates no less. This is a police matter, but since they fail to stop the abuse you must file claims and then try to get an attorney. They too discriminate unlawfully and you can sue them also, but you need to get an attorney.
Start writing letters and essays to the local papers in your area. Quote the comments of the police in your claims. Embarrass your Congressman and state reps. by exposing their failure to answer your letters. Get a TV show.
If it is the military as you report the police told you, that is a a violation of US law. You should report that to the US Attorney and/or the FBI.
If you are successful in business you can hire an attorney to get an injunction. You can also hire a PR firm to get stories printed in the newspapers and on television. The media is as corrupt as the police. With discovery rights you can get evidence of who is doing what and who is paying them. If it is the government that is another violation--abuse, fraud and waste of taxpayer funds.
You can also file complaints with the criminal bureau of the State Attorney General. If they refuse to take the complaints it is the same violation there too. If the FBI hangs up on you, file a claim there too. You have the same right to file complaints with the FBI. They are under scrutiny for serious national abuses these days in case you are not paying attention to the media and the US congressional hearings.
If your landlord is part of this, he violates your quiet enjoyment and the warrant of habitablity. They are breaches of contract also actionable.
What you see as a conspiracy to deny you justice, is more likely fear of losing their jobs, and/or a confederacy of dunces. All politicians have huge egos and if they haven't heard of something they do not believe it exists. Also if it is not written about in the NY Times or on TV, others do not believe it exists. That is what you can help get on TV and in the newspapers. Many of the alleged victims are actually FBI informants and government provocateurs used to discredit the real targets.

[...]These attacks are seen as life threatening. Thus it is reasonable to assume, under the law, that one has a right to take extreme measures to defend one's self. If one were to follow such a logic path, the best execution would be a 'raid' of the attacker's home to capture and document equipment used, and subdue the attacker, all on video.
I, alone, am unable to put together the needed resources for such scenarios, and would find it difficult to devote the time and money it represents (travel expenses, rental of cameras, vehicles, etc.) I do have access to computer resources, knowledge of PCT/TSCM, and for the matter, video. I would need volunteers. Clearly, there would need to be discussion, planning, and covert stealth in final deployment.
There are undoubtedly many victims experiencing similar attacks. Let all attackers be put on notice. We might bust in your door at any moment in self defense. I dare say, some of us might even hope you put up resistance. I know at least three ex-marines types trained in Search and Destroy operations who so feel.
